I'm a bit Eh Lost but do you mean something like this?
00000 Five spaces all at zero
10800 Five spaces at 108
50800 five spaces at 508
like a speedometer in a car all the spaces have numbers that revolve 1-0, TEN numbers on the dial so you could have any permentation of numbers in the five digit sequence. Eg
90000
91000
92345
Etc
So are you asking why, the first number has the option to turn to any number 1 - 0?
Instead of 108 minutes the dial has the option too display 508 minutes etc
Hope that makes a bit more sense and I understand you question :D

they are standard modules, before electronic LED type counters were made you had these mechanical counters and tho there were 0,1 counters that dont go past one, they probably did not make those at that time
think of pinball machines (are you old enough?)
There was a reason (unknown to me) to put the hieroglyphics in there, and I would think it would have been needless to remove numbers in the first column and rework the mechanics of the machine any more than you would need.

Yep in that module you would have plenty of room if it was a 0,1 but it wasn't, there are a lot made for clock or time that only go to 6 so they were all 0-9s with the heiros after the 5s instead of using those.
