We know from the cave wall that boone, shannon, charlie, charlotte, daniel, and juliet could possibly be candidates. I think MIB wants to kill the candidates, but part of the rules could state that he can't do it directly.
I think he indirectly killed some characters:
Boone: In Walkabout, Locke saw the Smoke. This lead him to go looking for his destiney; the hatch. He enlisted Boone because he was young and looked up to him. This led to Boone going to the drug plane.
Shannon: I believe that sometimes when Walt would appear, it was the MIB. Shannon chased Walt into the jungle where she was shot.
Charlie: Locke, looking for his destiny, opened the hatch, and Des joined the survivors with the ability to forsee Charlie's death, and eventually he was ready to die willingly.
Charlotte: I believe the Christian in the cabin could have been the MIB or working for him. He told Locke to move the Island, and Ben turned the wheel. This caused the time flashes, which Charlotte succumbed to.
Faraday: He was sent back to the '70s and vowed to change Charlottes death. He was shot by his mother, who shot him becase she had seen him at same age 23 years prior, and because he was holding Richard up. (I doubt thats why. She probably didnt want to admit that she ahd seen him before.)
Juliet: I haven't figured it out.
John: He left the Island at Richard's behest ( who was told directly by the MIB,) and Christians. He left and was murdered by Ben.
I could be wrong, but it would prove that the Writers had planned some of it since season 1 and 2.
