so the underwater hatch and the boat both had a blinking light that meant penny was calling, what do you think the relevance is there?

not trying to be mean to you but i think sometimes a blinking light can be just a blinking light. not everything has hidden meanings

i think the boat is owned by, or used to be owned or built by Dharma - look at the images!

The underwater station was probably using the same frequency as the freighter to listen in on their calls and would report to Ben. The freighter would not answer when Penny called in, but Charlie sure did!

why didn't the boat answer the call, because the boat is owned by Charles Widmore, Penny's dad.

i understand now. penny's father is the head of all this(thanks to ben's information). maybe he was trying to keep her out of everything. maybe her father knowingly put desmond on the island after the break-up, but then penny had a change of heart and wanted desmond back, messing up the whole plan...what ever that plan may be...
