When Juliette and Ben were having their "date", Juliette said something about the children are asking about there mom in Cali.... And Ben says something like, they were on the list and who says who on the list and whos not....Who made this list and is it the same the Ben and Syaid talk about in the future ???

Jacob makes the lists, and the children were taken from the tail section survivors in "The Other 48 Days" episode in the second season.

yeah i am super curious about this list. how do you get on it and why do they even need a list in the first place?

The only thing we know so far about the list is that Jacob makes the list. We don't know how you get on the list or its purpose. We do know that Jack wasn't on the list, but when Ben gave Michael the list of names Ben put Jack on the list b/c he needed a spinal surgeon.
