Omar was Sayid's superior in the Republican Guard, some time after Desert Storm. He was the one who informed Sayid of his promotion in rank from a Communications Officer to an Intelligence Officer. He also forced Sayid to interrogate his love, Nadia, whom he ordered to be tortured. Sayid shot and killed him when he witnessed Sayid trying to help Nadia escape from being held prisoner by the Republican Guard.

Sayid did shoot and kill Omar during Nadia's escape, therefor I do not believe that the mercenary on the island is the same Omar from Sayid's Republican Guard days. They have to be two different people who share the same first name.
