Who is traveling in time right now? Since Juliet is skipping through different time periods with Faraday and the gang, should we also assume that the rest of the "others" are also skipping through time? If everyone who was on the island when Ben turned the wheel is now skipping on the time "record" does that also include Richard and his gang?

I think it might be everyone that is new to the island since the last time it was moved; possibly the purge. Richard couldn't be time jumping with them or else he would have still been with Locke right after Ben turned the wheel.

I apologize for my lack of thinking before writing. I should have known better than to include Richard as a possible time traveler. So, not including Richard and his gang, we could assume that the newbies to the island are skipping through time? There would still be many time travelers on the island. If the wheel was turned before, it seems that Richard would not be so surprised when Locke speaks to him. It is assumed that Richard has been on the island for a very long time, how many times do you think the wheel has been turned?

The Richard that is surprised is the one if 54. From the looks of it he doesn't know about time travel; or he's just making it look that way because he doesn't know who Locke is yet.
I'm assuming that they turned the wheel after the purge, so there might not be that many new people to the island since then. I think that the Temple will have something to do with it. Ben had all his people go to the Temple because it was the only place that was safe. It might have something to do with protecting you from the island moving? IDK
