This is just my own idea of the way the Island was made.
We don't know much about The Black Rock ship. Locke thinks it was a slave ship from the 1700s. I am not so sure.
There was an area in the ocean where electro-magnetism was very high. The Black Rock sailed through this area, the area Ben refers to as the "Magic Box". Something happened that caused the ship to create a new ship. This new ship was the Island. The steering wheels is surrounded by very thick black rock. and when you steer, it moves it's place in the world as well as it's place in time.
