Ocean Hotline - Call duration 00:00

Ok, I have called the Oceanic Hotline twice just for fun. I listen through the whole message and when I hangup, the call duration is still 00:00. I noticed that when the voicemail is playing, my phone still says "Dialing..." I just called another number I know that is also voicemail and I got 00:20 seconds on my call history. I just thought it was weird.
