yes, it does seem to be a question or secret password. Now that we've seen multiple people ask it we can tell who might be on who's team. Widmore is against the people who grabbed miles into the van, so then illana is also working against widmore. whom could be going against widmore? Eloise hawking or Ben. So then who are those people? Are they dharma members living off island, or are they people who chose hawking over widmore when they both left the island? the possibilities are endless. But the answer to the question is the well that leads to the wheel.
