I don't think Horace was building it for anyone except for himself and his family. But what happened, is that the cabin never got completed. It lingered in Horace's mind as a half-formed, ethereal dream...existing in a sort of limbo. This state was noticed by the island and the ghostly essence of Jacob 'inhabited' it.
